Thurston County Fire Protection District No. 12 operates as South Thurston Fire & EMS.

Area Served[]

South Thurston Fire & EMS provides fire suppression and emergency medical services to approximately 9,000 residents across a 76 square mile service area. Located in southern Thurston County, Washington, the districts serves the City of Tenino and the surrounding unincorporated areas, including the Violet Prairie, Gibson Valley, Skookumchuck, and Johnson Creek communities. The district also provides operational and administrative oversight to Bucoda Fire Department.

Interlocal Agreements[]

South Thurston Fire & EMS is part of a countywide mutual aid agreement, allowing Fire & EMS agencies in Thurston County to request aid from one another for large fires or other emergencies.[1]

South Thurston Fire & EMS and East Olympia Fire District 6 maintain 2 interlocal agreements;

District Profile[]

South Thurston Fire & EMS is staffed by 9 career firefighter/EMT's and 25 volunteers. The department operates from 1 career station and 3 volunteer stations. The department responds to approximately 1,000 calls per year.

Facilities[]

Current, South Thurston Fire & EMS maintains the following facilities;

  • Fire Station 41: Career staffed
  • Fire Station 42: Volunteer staffed
  • Fire Station 43: Volunteer staffed
  • Fire Station 44: Volunteer staffed
  • Resident Quarters: Used to supplement the lack of crew quarters at the neighboring Station 41
  • Water Source: Unstaffed, home to a 33,000 gallon water tank and miscellaneous storage buildings

Governance[]

South Thurston FIre & EMS is governed by a board of 5 elected fire commissioners, who appoint and oversee the Fire Chief, among other tasks such as strategic and budgetary planning.

History[]

On June 24, 1961, a special election was held to determine if Thurston County Fire Protection District No. 12 should be formed. Voters approved the formation of the district with 58 "yes" votes and 4 "no" votes. The district was officially formed on July 3rd, 1961.

On October 16, 1990, the City of Tenino officially began contracting services from Fire District 12. Previously, the district and the city had operated the Tenino Fire Department jointly, with a shared Fire Chief, with operations carried out in a building owned by the City, using equipment owned by the fire district.

On March 3, 2016, the Board of Fire Commissioners of Thurston County Fire Protection District No. 12 (Tenino) accepted a petition for merger from Thurston County Fire Protection District No. 16 (Gibson Valley), signed by 192 residents within Fire District 16. The merger of Fire District 16 into Fire District 12 was effective on April 13th, 2017.[4] To better represent the broader area served by Fire District 12 following the merger, the name of 'South Thurston Fire & EMS' was adopted. Due to a concern of the former Fire District 16 combined with complications with the county emergency dispatching system, the unused '4' prefix was adopted, rather than that of '12' or '16'.

The north apparatus building was built in 2004 to house Gibson Valley's reserve apparatus. In 2009, the southeast corner and roof of the south apparatus building was reconstructed after a vehicle collided with the building.
43 Violet Prairie 17134 Old Highway 99 SE, Tenino 1973-Present Former Fire District 12 Station 12-2. Built in 1973 following the acquisition of land from the Violet Prairie Gospel Church through a quitclaim deed made effective on Aug. 22, 1973.[12]

Johnson Creek 20020 Steelhead Court SE, Tenino 1980-2006 Former Fire District 12 Station 12-4. Construction initially planned to be done in 1975; delayed due to the adoption of new regulations on construction near shorelines & waterways. Built in 1980 following the acquisition of land from the Skookumchuck Maintenance Company.[14] Closed due to inactivity, returned to the Skookumchuck Maintenance Company in 2006.
