The San Diego Fire-Rescue Department (SDFD) provides fire protection and lifeguard services for the City of San Diego, a major beachfront city on the Pacific Ocean coast of Southern California in San Diego County, located immediately north of, and adjacent to, the United States-Mexico border. Named for Saint Didacus of Alcalá, San Diego was incorporated on March 27, 1850, has a population of approximately 1,386,932, and encompasses an area covering 372.42 square miles. SDFD provides aircraft rescue and firefighting (ARFF) service for San Diego International Airport (Lindbergh Field). The city is bordered by the City of Del Mar and the unincorporated community of Rancho Santa Fe to the north, the cities of Poway and Santee to the northeast, the cities of El Cajon and La Mesa, as well as the unincorporated communities of Spring Valley and Lemon Grove to the east, the Cities of Chula Vista, National City, Imperial Beach, and Tijuana, Mexico, as well as the unincorporated community of Bonita to the south, the City of Coronado the southwest, and the Pacific Ocean to the west.

Mutual Aid[]

SDFD has mutual aid agreements with San Diego County Fire, the Coronado Fire Department, the Chula Vista Fire Department, the Del Mar Fire Department, Heartland Fire & Rescue, the Imperial Beach Fire Department, the National City Fire Department, the Poway Fire Department, the Santee Fire Department, the CAL FIRE San Diego Unit, the Marine Corps Air Station Miramar Fire Department, and Federal Fire San Diego

Department Profile[]

The San Diego Fire-Rescue Department is divided into two major divisions: Emergency Operations and Support Services. Each of these divisions is commanded by an Assistant Chief. There are 1,256 budgeted positions within the department, including sworn and non-sworn/professional support personnel. San Diego Fire-Rescue operates out of 52 fire stations, organized into seven battalions. Each Battalion is commanded by a Battalion Chief. SDFD's medical emergency service capacity consists of a daily on-duty response force of 268 personnel staffing 74 response apparatus. All Fire-Rescue response personnel are trained to either the Emergency Medical Technician (EMT) level, able to provide basic life support pre-hospital emergency care; or the paramedic level, able to provide advanced life support pre-hospital emergency care. Minimum daily staffing includes at least one paramedic on all emergency response apparatus except command vehicles.

The department also operates a Lifeguard Division responsible for providing water and boat rescue, limited marine fire suppression, coastal cliff rescue, underwater search and recovery, swiftwater and flood search and rescue, and EMS response on and around beaches, bay and and ocean areas. There are 25 lifeguard stations, nine of which are permanently staffed. The division has approximately 43 seasonal towers and outposts that are primarily used by the seasonal staff during high peak summer activity. The division's staff consists of 108 permanent and 240 seasonal employees.

There is also an Air Operations Base staffed 24/7 capable of fire fighting day or night, rescue operations, and medical transport. One helicopter is staffed with the other two currently out of service.

Dispatch[]

The San Diego Fire-Rescue Department runs a dispatch center called the Emergency Command and Data Center (ECDC), commonly referred to as "Metro". The ECDC dispatches for San Diego Fire Department as well as for 5 other agencies in the county. The other agencies being Chula Vista Fire Department, Imperial Beach Fire Department, National City Fire Department, Coronado Fire Department, and Poway Fire Department. These agencies form the "Metro Zone". The City of San Diego's 911 call receipt center is located inside the San Diego Police Department's Communications Center. It transfers fire, EMS, and other rescue calls to Fire and Rescue's ECDC for dispatching of the needed resources, as well as a secondary answering point for 911 calls within the Metro zone.

The San Diego Fire-Rescue Department does not provide EMS and ambulance transport services as part of its mandate. All EMS and transport is provided under a joint city-county contract. Oversight is performed by the SDFD Emergency Medical Services Program. Prior to Nov. 27, 2021, EMS contract services were provided by American Medical Response (AMR).^[1] After this date the EMS contract was awarded to Falck.^[2]

History[]

On May 17, 1869, the Pioneer Hook & Ladder Company was established in San Diego with a budget of $250 and a volunteer staff of 50 people. By 1872, the Department had acquired its first Engine Company, Company 1, for a cost of $900. Engine Company 1 consisted of a thin, high wheeled, horse drawn wagon with twelve buckets hung over the side for hand-filled bucket brigades. By 1887, volunteers used steam engines to battle fires. San Diego had two horse drawn steam fire engines, a hose wagon with 3,500 feet of hose, and eleven horses. On August 5, 1889, a City Charter Amendment established the San Diego City Fire Department. The department started with forty-one men, eleven horses, two steam fire engines; one hose wagon, two hose carts, one hook & ladder; and four thousand feet of hose. By 1956, the Department had 26 Engine Companies, 2 Truck Companies, 1 Fire Boat, 1 Patrol Boat, 25 Fire Stations and 416 Firefighters. Restructuring of City Services in 1998 brought the Lifeguard service under the direction of the fire chief and the San Diego Fire Department was renamed San Diego Fire and Life Safety Services. In 2002, the name of the Department was changed to SDFD: the San Diego Fire-Rescue Department.

[3] Engine 80 is a pilot daytime program, in service since January 1, 2024. The engine operates from 8 a.m. to 8 p.m. Although it has no frontline apparatus, it has mostly used Engine 920 (1987).

[7] #1992 mistakenly wears the license plate of #1979 (CA#1381540) on its rear.

[11] #1948 is not officially registered but wears a fake California license plate with "LPFD12", meaning Lincoln Park Fire Department 12. Lincoln Park is Station 12's surrounding neighborhood.
