Department Profile[]

San Diego County Fire is made up of the San Diego County Fire Protection District and CAL FIRE San Diego working under a co-operative agreement. Under this co-operative agreement, San Diego County Fire and CAL FIRE San Diego work together under a unified command system, with parts of that system being funded by the county or the state. The district is divided into 8 battalions[1] and currently consists of 22 San Diego County Fire Protection District funded stations, 5 CAL FIRE Amador (PRC 4144 contract) stations (partially county funded) and 13 CAL FIRE Schedule A (State Funded) stations.[2] San Diego County FPD provides on-ground EMS services under contract in cooperation with American Medical Response, Inc. (AMR) to their jurisdiction, as well as to the Alpine Fire Protection District, the Campo Reservation Fire Protection District, the Deer Springs Fire Protection District, and the Valley Center Fire Protection District. ALS Medics 11, 24, 26, 36, 38, 71, and BLS Medic 38 are staffed by AMR, while the remainder of medic/rescue ambulances in their fleet are staffed, or cross staffed, by firefighters. All medic units are owned by SDFPD, while AMR assists them with staffing.

History[]

The reorganization of San Diego County Fire was initiated in 2005 by the County Board of Commissioners adopting a resolution initiating an application with the Local Agency Formation Commission (LAFCO) for the formation of a Regional FPD. At the time there were 12 volunteer fire departments, 16 fire protection districts with 5 county service areas, and 5 municipal water districts also exercising "latent powers" of fire protection.

In 2007, the final plan for the formation of county fire services was drafted. Its goal was to outline the proposed reorganization of the previously mentioned 12 VFD's, 16 FPD's, 5 CSA's and 5 MWD's to extend fire service to more unincorporated parts of the county, those that were outside the boundaries of the departments at the time. The reorganization was proposed to include the Borrego Springs Fire Protection District, the Deer Springs FPD, the East County Fire Protection District (California), the Julian-Cuyamaca Fire Protection District, the Pine Valley Fire Department (California), the San Diego Rural Fire Protection District, the Intermountain Fire & Rescue Department (CSA 89), the Elfin Forest/Harmony Grove Fire Department (CSA 107), the Mount Laguna Volunteer Fire Department (CSA 109), the Palomar Mountain Volunteer Fire Department (CSA 110), the Boulevard Fire and Rescue Department (CSA 111), the Campo Fire Department (California) (CSA 112), the San Pasqual Volunteer Fire Department (CSA 113), the De Luz Heights Volunteer Fire Department, the Montezuma Valley Volunteer Fire Department, the Ocotillo Wells Volunteer Fire Department, the Shelter Valley Volunteer Fire Department, the Sunshine Summit Volunteer Fire Department, the Warner Springs Volunteer Fire Department, the Mootamai Municipal Water District, the Pauma Municipal Water District, the Ramona Municipal Water District, and the Yuima Municipal Water District. Most of these FPD's would be dissolved, while the MWDs and CSAs would have their latent powers for the provision of fire protection services removed, and the VFDs would be incorporated into the county fire service.

In 2008, the De Luz Volunteer Fire Department (not to be confused with the De Luz Heights VFD), the Intermountain Fire & Rescue Department (CSA 89), the Montezuma Valley Volunteer Fire Department, the Ocotillo Wells Volunteer Fire Department, the Shelter Valley Volunteer Fire Department, the Sunshine Summit Volunteer Fire Department, and the Warner Springs Volunteer Fire Department were all dissolved and their jurisdictional response areas taken over by the newly formed San Diego Regional Fire Authority (SD RFA). [3] CAL FIRE San Diego and the SD RFA entered into a co-operative agreement at this time, forming the basis of the present San Diego County Fire.

In 2011, the Mount Laguna Volunteer Fire Department (CSA 109), the Palomar Mountain Volunteer Fire Department (CSA 110), the Boulevard Fire and Rescue Department (CSA 111), Campo Fire Rescue (CSA 112), and the San Pasqual Volunteer Fire Department (CSA 113) were all dissolved and their jurisdictional response areas taken over by the San Diego Regional Fire Authority.

In August 2013, the Valley Center Fire Protection District ended its nearly 30-year contract (1984 was the first year of the agreement)[4] with CAL FIRE due to an approximately 30 percent increase in annual fees. [5]

In 2014, the San Pasqual Volunteer Fire Department was stripped of recognition by San Diego County and their jurisdictional response area taken over by the San Diego Regional Fire Authority.. [6]

In July 2016, the San Diego Rural Fire Protection District and the Elfin Forest/Harmony Grove Fire Department (CSA 107) were dissolved, with SD Rural's jurisdictional response area taken over by the San Diego Regional Fire Authority, while Elfin Forest was absorbed by the Rancho Cucamonga Fire District.

On August 8, 2017, the Pine Valley Fire Department was dissolved and their jurisdictional response area taken over by the San Diego Regional Fire Authority.

In December 2019, the Julian-Cuyamaca Fire Protection District was dissolved and their jurisdictional response area taken over by the San Diego Regional Fire Authority.

In 2020, the San Diego Rural Fire Authority changed its name to the San Diego County Fire Protection District and established an EMS division.

On August 1, 2022,the Ramona Fire Department (Califormia) / Ramona Municipal Water District was dissolved and their jurisdictional response area taken over by the San Diego County Fire Protection District.

In 2022, the San Diego County Fire Protection District ended their contract with Mercy Medical Transportation and established San Diego County Fire Emergency Medical Services in partnership with American Medical Response (AMR).

On July 7, 2023, the Borrego Springs Fire Protection District was dissolved and their jurisdictional response area taken over by the San Diego County Fire Protection District.

In 2023, CAL Fire San Diego entered into a contract to operate the Deer Springs Fire Protection District.
