Thurston County Fire Protection District No. 2 operates as the S.E. Thurston Fire Authority (SETFA).

Area Served[]

S.E. Thurston Fire Authority provides fire and emergency medical services  to the approximately 35,850 residents within the department's 129 square mile service area in southwestern Thurston County including the Cities of Yelm and Rainier, Lawrence Lake and McIntosh Lake, the more rural areas of Four Corners and Vail, and large amounts of forested land. The department also uniquely serves the entire Skookumchuck Wind Farm and the eastern half of the Skookumchuck Reservoir.

Interlocal Agreements[]

S.E. Thurston Fire Authority is part of a countywide mutual aid agreement, allowing Fire & EMS agencies in Thurston County to request aid from one another for large fires or emergencies.[1]

S.E. Thurston Fire Authority and East Olympia Fire District 6 maintain 3 interlocal agreements;

  3. Inter-agency volunteer sharing[4]

Additionally, SETFA maintains an agreement with EOFD6 and South Thurston Fire & EMS to share a training captain employed by SETFA.[5]

S.E. Thurston Fire Authority is staffed by 30 full-time firefighters/EMS personnel, and 15-20 volunteers. The department operates from 2 stations, responding to approximately 4,000 calls per year.

Governance[]

S.E. Thurston Fire Authority is governed by a board of 6 elected fire commissioners, who appoint and oversee the Fire Chief, among other tasks such as strategic and budgetary planning. The 6 commissioners are divided among 3 sub-regions;

  • Sub-region 1: Rainier & McIntosh Lake
  • Sub-region 2: West Yelm & Vail
  • Sub-region 3: East Yelm & Lake Lawrence

History[]

On August 18, 2009, voters rejected a proposition for the merger of Thurston County Fire Protection District No. 2 (Yelm) and Thurston County Fire Protection District No. 4 (Rainier), and the City of Yelm with a combined 1,663 "yes" votes and 1,675 "no" votes.[6] The same proposition was approved by voters on February 9, 2010 with 2,070 "yes" votes and 2,019 "no" votes,[7] Resulting in the formation of the S.E. Thurston Fire Authority on July 1st, 2010.[8] Fire District 4 had previously contractually consolidated with Fire District 2 under the S.E. Thurston Fire & EMS name. The City of Yelm had previously contracted services from Fire District 2.

Future Plans[]

  • Tenative plans are to put out a bond issue in February of 2026 which, if approved, will be used to add crew quarters onto Fire Stations 22 & 24, with the existing mobile home at Fire Station 24 being relocated to Fire Station 25. Apparatus will also be purchased to furnish Fire Stations 22 & 25 as neither contain active apparatus.
  • Establish a Battalion Chief position on January 1, 2026. (Unit #140, formerly Fire Marshal 21, will become Battalion 21.)
