Area Served[]

The Riverside Fire Department (RFD) provides fire protection and emergency medical services for the City of Riverside, the 12th-largest city in California, and the largest city in California's Inland Empire metro area of Riverside County, Southern California, The city, named for its location beside the Santa Ana River, is situated about 55 miles southeast of downtown Los Angeles. Incorporated on October 11, 1887, Riverside encompasses an area covering approximately 29 square miles and serves a population of approximately 314,998 permanent residents. The city is bordered by the City of Grand Terrace to the north, March Air Reserve Base, previously known as March Air Force Base, and the City of Moreno Valley to the east, the unincorporated communities of Mead Valley and El Sobrante to the south, the City of Norco to the west, and the City of Jurupa Valley and the unincorporated community of Rubidoux to the northwest.

Mutual Aid[]

RFD has mutual aid agreements with the San Bernardino County Fire Department, March Air Reserve Base Fire Department and Riverside County Fire Department for the March Joint Powers Authority area only. RFD participates in the California Master Mutual Aid program which involves all agencies in California.

Department Profile[]

The Riverside Fire Department is budgeted for 220 full-time sworn uniformed personnel, as well as a civilian staff of 23 administrative and support personnel, including six fire inspectors, two plan checkers, a public education specialist and additional support staff, providing structural firefighting, emergency medical services (EMS), advanced life support (ALS), technical rescue, hazardous materials mitigation, fire prevention, fire investigation, code enforcement, disaster preparedness, and public education to the citizens of Riverside. Daily staffing consists of 70 on duty personnel, at least 17 of these are certified paramedics. The department is divided into six divisions: Administration; Office of Emergency Management; Operations; Prevention; Training; and Urban Search and Rescue (US&R). RFD's resources include an accredited fire academy, and 14 fire stations.

In 2015, the Riverside Fire Department created the Horse & Animal Rescue Team (HART). This specialized team is able to be utilized in the event a horse or other large animal is in need of a technical rescue. This includes overturned horse trailers, horses trapped in quicksand, swimming pools, trenches, wells, septic tanks, hillsides and/or steep terrain in which the animal is unable to free itself. HART consists of members of the Riverside Fire Department Technical Rescue team, the Riverside County Sheriff's Department Mounted Enforcement Detail, the Riverside County Sheriff's Aviation Unit, Riverside County Animal Services and two on call veterinarians.

History[]

The Riverside Fire Department was officially created on October 7, 1887. Prior to this time, fire protection was the responsibility of an all volunteer group. With the arrival of new fire equipment, a shed on the northeast corner of Eighth (now University Avenue) and Main Streets became Fire Station #1. The volunteer group traces its roots back to 1871 with the development of the first Riverside Canal with a bucket brigade. The department evolved to include hand drawn apparatus and was officially organized in 1882 by William Hayt, the Father of the RFD. The fire department is the first official paid department when the city incorporated in 1887. The Fire Department consisted of a paid fire chief, two assistants, a clerk, a bucket wagon, a horse cart, a hose reel, a hook and ladder, and approximately fifty volunteers. All equipment was designed to be pulled with manpower. During this same period, the city began development of its water main system, making feasible the installation of fire hydrants in the downtown area. In 1890, the first horse drawn apparatus was purchased and the headquarters station was moved to the Findley & Knight Livery stable on Main Street between Seventh (now Mission Inn) and Eight (now University Avenue) Streets. In 1891, Station #2 opened in a small shed at Sixth and Pachappa Streets. By 1900, Station #2 was relocated and became known as the Arlington Station. Motorization of the Riverside Fire Department began on September 15, 1909, with the $4,750 purchase of a Seagrave, combo hose wagon and chemical engine. A 1925 bond issue further improved the water system and allowed the purchase of two additional engine companies. By 1926, two new Seagrave engines and three American LaFrance engines had been purchased. One of these engines was later restored and is owned by the Riverside City Firefighter Association. By 1938, Riverside had 33 firefighters and five engine companies housed in four stations.
