Portland Fire and Rescue (PF&R) provides fire protection and emergency medical services for the City of Portland, also known as the "City of Roses," a port city, located at the confluence of the Willamette and Columbia rivers in Multnomah County, northwestern Oregon. Small portions of the city are within Clackamas and Washington Counties, Named after Portland, Maine, and incorporated as a city on February 8, 1851, Portland encompasses an area covering 145.00 square miles and serves a population of approximately 652,503. Portland is bordered by the Columbia River with Washington State on the opposite bank on the north; The City of Wood Village to the northeast; the City of Gresham to the east; the City of Happy Valley to the southeast; the cities of Milwaukie and Lake Oswego to the south; the Tualatin Valley and the City of Tigard on the southwest; and the City of Beaverton on the west.

Mutual Aid[]

Portland Fire and Rescue has mutual aid agreements with the Tualatin Valley Fire and Rescue, and the Lake Oswego Fire Department.

Department Profile[]

Portland Fire and Rescue is the largest fire department in the US State of Oregon, and the second largest in the Pacific Northwest after Seattle. The department is organized into the Management Services Division, the Community Health Division, the Emergency Operations Division, the Training & Emergency Medical Services Division. and the Prevention Division. PF&R’s Hazardous Materials Coordinator and Team comprise one of nine state-wide hazardous materials response units (State HazMat Team 7). PF&R is budgeted for 699 uniformed personnel and 57 non-sworn civilian support staff, working out of 30 fire stations and is currently comprised of the following resources:

History[]

Portland's fire department has its origins in the year 1850 with 37 men to volunteer for the first firefighting company, known as the Pioneer Fire Engine Company No. 1 equipped with one hand pump. On July 29, 1853, the Vigilance Hook and Ladder Company No. 1 was created, consisting of 36 volunteers, and on August 6 of the same year 22 volunteers formed the Willamette Engine Company No. 1 covering the Southern District. While these companies together formed the Portland Fire Department, each company had its own by-laws and constitution, and were in many ways operated as separate entities. On January 3, 1883, the Portland Fire Department, while still augmented by volunteers, became known as the Portland Paid Fire Department. In 1904, the department officially became a fully paid fire department, with the temporary firefighters being paid for their time served. In 1988, the name was changed to the Portland Bureau of Fire, Rescue, and Emergency Services. On February 16, 2021, PF&R started Portland Street Response or PSR, a program designed to assist citizens experiencing mental and behavioral health challenges. PSR teams are composed of a PF&R firefighter / paramedic, a licensed clinical social worker and two community health workers, or a firefighter / EMT, a mental health crisis responder, and two peer support specialists. The six teams operate daily between the hours of 10am - 8pm. In November 2021, PF&R launched a new community health program to help Seattle citizens who call 911 for medical issues that do not require emergency care. The Community Health Assess and Treat program, also know as CHAT, funded by nonprofit healthcare provider CareOregon, is made up of firefighter / EMTs partnered with non=sworn medical professionals and initially covering downtown and Southeast Portland.
