The Phoenix Fire Department (PFD) provides fire protection and emergency medical services for the city of Phoenix, the capital and most populous city in the south-central portion of Arizona, as well as the seat of Maricopa County. The city is located about halfway between Tucson to the southeast and Flagstaff to the north. Phoenix, the fifth-most populous city in the United States and the anchor of the Phoenix metropolitan area known as the Valley of the Sun, was incorporated as a city in 1881. Its name was derived from a city born from the ruins of a former civilization. Phoenix encompasses an area covering 519.28 square miles and serves a population of approximately 1,608,139. In addition, PFD has provided fire protection and emergency medical services under contract to the town of Paradise Valley since 2007.

PFD has mutual aid agreements with the Rural/Metro Fire Department, Arizona Fire & Medical Authority, Avondale Fire & Medical, the Buckeye Fire Department, the Buckeye Valley Fire District, the Chandler Fire Department, the Daisy Mountain Fire & EMS District, the El Mirage Fire Department, the Glendale Fire Department, the Goodyear Fire Department,the Guadalupe Fire Department, the Harquahala Fire District, the Peoria Fire Department, the Scottsdale Fire Department, the Sun City Fire Department, the Surprise Fire-Medical Department, the Tempe Fire Medical Rescue Department, the Tolleson Fire Department, the Gila River Fire Department, and the Luke Air Force Base Fire Department.

Department Profile[]

The Phoenix Fire Department is budgeted for over 1,600 firefighters working three shifts (A, B and C), with over 400 Firefighters assigned to each shift. This allows the department to have approximately 280 Firefighters on duty 24 hours a day, 7 days a week providing structural firefighting, emergency medical response, technical rescue, hazardous materials mitigation, aviation rescue (ARFF), fire prevention, fire investigation, code enforcement, and public education to the citizens of Phoenix. The city is divided into ten geographical areas / fire battalions including Sky Harbor International Airport. Each fire battalion has three Battalion Chiefs, with each being assigned to one of the three shifts. Each battalion chief reports to either central, north, south, west, east and aviation shift command district chiefs of which there are six. The department's resources include an accredited fire academy, 59 fire stations with 142 front-line emergency apparatus. There are three on-scene crisis intervention / victim assistance units staffed by trained and certified volunteer EMTs and/or behavioral health specialist and/or interns. All first responders are at a minimum Basic Life Support (BLS) certified and a great number are Advanced Life Support (ALS) / paramedic certified. Phoenix Fire responds to over 148,000 annual calls for service, the majority of which are medical calls.

History[]

Phoenix was settled in 1867 as an agricultural community near the confluence of the Salt and Gila Rivers. The origins of the Phoenix Fire Department date back to August 17, 1886 when Phoenix Engine Company No. 1 was formed as part of a volunteer fire department with a charter membership of 25 men. Prior to delivery of firefighting apparatus in the spring of 1887, other volunteer companies were organized. On February 12, 1887, the Aztec Hook and Ladder Company No. 1 was formed. There was also a Pioneer Hose Company No. 1 and a mostly Hispanic group that became known as Yucatec Hose Company No. 2. In 1894, the Central Fire Station was built on the northeast corner of First and Jefferson streets on the same block that City Hall sat on. Before the building of Central Station, the equipment was housed behind members' homes or next to business establishments. The department gradually changed from volunteer to a paid, full-time organization. By 1922, the transition was completed. From 1924 to present day, the department created the A, B, and C shifts, which started and ended every third day at 8:00 AM. The Phoenix Fire Department struggled through the 1930s to bring itself up to national standards. New innovations were tried. Gas masks were used for the first time. Resuscitators were acquired to use on drowning patients. Inhalators were first carried on Squad 1. In 1935, the Fire Prevention Bureau was created. In the 1960s, the first fire station was opened at Sky Harbor Airport and the Training Academy opened in 1968. Emergency Medical Services started to become a big part of the Phoenix Fire Department. In 1971, the first firefigh​ters became EMTs and the first technical rescue unit was put in service in 1973. The next year, the first two Phoenix firefighters were certified to become paramedics. In 2007, the town of Paradise Valley contracted with the Phoenix Fire Department for fire protection.
