Thurston County Fire Protection District No. 9 operates as McLane Black Lake Fire Department.

Area Served[]

McLane Black Lake Fire Department provides fire suppression, water rescue, and emergency medical services to approximately 20,000 residents within the department's 84 square mile service area. Located in northwestern Thurston County, bounded by the Budd and Eld Inlets to the north and the Cities of Olympia and Tumwater to the east, the department's jurisdiction includes the McLane, Cooper Point, Black Lake, and Summit Lake communities. Located in the foothills of the Capitol Peak, the district serves a vast array of forested lands and suburban communities. Major throughfares protected by the department include Washington State Route 8, U.S. Highway 101, and the Evergreen Parkway. The Evergreen State College is also served by the department through a contract.

Interlocal Agreements[]

McLane Black Lake Fire Department is part of a countywide mutual aid agreement, allowing Fire & EMS agencies in Thurston County to request aid from one another for large fires or other emergencies.[1]

McLane Black Lake Fire Department is a member of the West Thurston Fire & Life Safety Consortium.

McLane Black Lake Fire Department provides Fire & EMS services to The Evergreen State College (TESC) through an anually renewed contract.

McLane Black Lake Fire Department recieves apparatus maintenance through an Interlocal Agreement with Olympia Fire Department.

McLane Black Lake Fire Department is staffed by 37 career firefighter/EMT's and around 18 volunteers. The department responds to approximately 2,000 calls annually.

McLane Black Lake Fire Department is the host agency for the following organizations;

Governance[]

McLane Black Lake Fire Department is governed by a board of 5 elected fire commissioners, who appoint and oversee the Fire Chief, among other tasks such as strategic and budgetary planning.

History[]

On July 18, 1953, voters in the McLane area approved the formation of Thurston County Fire Protection District No. 9 with 319 votes in favor and 11 votes against. The district was officially formed on July 20, 1953.

On August 12, 1976, the Board of Fire Commissioners of Thurston County Fire Protection District No. 9 (McLane) accepted a petition for merger from the commissioners of Thurston County Fire Protection District No. 10 (Summit Lake). The merger was proposed as means to resolve the challanges Fire District 10 had been facing with rating and administarative problems. The merger was effective on October 14, 1976.

On January 10, 2008, Thurston County Fire Protection District No. 5 (Black Lake) contractually consolidated with Thurston County Fire Protection District No. 9 under the joint operating name of 'McLane Black Lake Fire Department'. Under the terms of the consolidation, both districts remained legally seperate entities. Consolidation was done as means to maintain services to Fire District 5 after a substantial loss in tax base following a large annexation by the City of Tumwater.

On April 12, 2018, voters approved the merger of Thurston County Fire Protection District No. 5 (Black Lake) into Thurston County Fire Protection District No. 9 (McLane). The merger was effective September 1, 2018, retaining the previous 'McLane Black Lake Fire Department' operating name. For specific election results, see "Elections".

91 McLane 4950 Harrison Ave NW, Olympia 1953-1970 Fire Station 91 was a 30'x40' concrete block building with 3 bays. It was replaced when the new station opened in 1963. It was declared surplus in March of 1964. It still stands today as a small part of Phyl's Furniture, and the 3 old doors can still be clearly seen.

"Ziegler Building"

5033 Harrison Avenue NW, Olympia 1963-2007 Completed in 1963. Land purchased on 12/17/1971 for $10.00.[2] Dedicated to Lorenzo D. Ziegler on 6/4/1972. Expanded 1977.[3] Damaged in a fire on 12/13/1981, but firefighters were able to pull all apparatus out before they were destroyed in the blaze.[4] Repairs were completed in 1982 at a cost of $60,000, alongside an expansion of the crew quarters, which was dedicated to Levi H. Nelson in 1982 as the Nelson Annex. Administration offices were added to the station in 1995. Replaced by new station at 125 Delphi Road NW. Station closed & sold on 3/30/2007.[5] Land annexed into Olympia Fire Department on 10/9/2007.[6]

92 Butler Cove 3204 36th Avenue NW, Olympia 1955-Present 2 apparatus bays built in 1955.[7] Resident quarters added in 1968,[8] 3rd apparatus bay added in 1977.[9] Station number retained following 2008 consolidation.
93 The Evergreen State College Fireweed Drive, Olympia 1971-1981 Operated through a service contract with TESC, wherein student firefighters would staff the station, responding from apparatus purchased and equipped by the district. Due to renegotiation of the contract in early August of 1981, the college's board of trustees decided to close the station, and have the district respond from Station 91.[10]
93 Summit Lake 2815 Summit Lake Shore Road NW, Olympia 2008-? Replaced old Summit Lake Fire Station 95 shortly before consolidation. Currently unstaffed, and used for apparatus storage. Station number retained following 2008 consolidation.

"Allison Building"

6005 Cooper Point Road NW, Olympia 1977-Present Opened January of 1977. Dedicated to Charles E. Allison on November 2nd, 1980. Resident quarters built in 1985.[11] Station number retained following 2008 consolidation.
95 Summit Lake 416 Summit Lake Shore Road NW, Olympia 1976-2008 Former Fire District 10 Station 10-1, built in 1968. A 6,500 gallon water tank was added 15' west of the station in 1981. Closed pre-consolidation.
95 Black Lake 5911 Black Lake Boulevard SW, Olympia 2008-Present Former Fire District 5 Station 51. Numbered as Station 95 as a nod to the former Fire District 5 merging with Fire District 9. Repainted 2016.
