Area Served[]

The Los Angeles County Fire Department (LACoFD), also known as LA County Fire, provides fire protection and life safety services 24/7 to 4.1 million residents within its jurisdiction of 60 contract cities and all unincorporated areas of Los Angeles County, including the City of La Habra located in Orange County. LA County Fire’s service area of 4,083 square miles includes suburban neighborhoods, city centers, commercial districts, 70 miles of Pacific Ocean shoreline, an offshore island (Santa Catalina), vast inland deserts and rugged coastal and inland mountain ranges that rise to more than 10,000 feet. Los Angeles County elevations start at sea level and rise to 10,069 feet at the summit of Mount San Antonio, also known as Mount Baldy, in the San Gabriel Mountains. The county also experiences annual large, wind-driven wildfires that destroy hundreds of homes and hundreds of thousands of acres of scenic landscape.

Wildland Fire Protection[]

LACoFD has a contractual agreement with the California Department of Forestry and Fire Protection / CAL FIRE to provide wildland fire protection in state responsibility areas (SRA) within Los Angeles County, and with the National Park Service for the Santa Monica Mountains Recreational Area. At present, the LA County Fire Department responds to approximately 370,000 emergency calls per year, making it the 4th busiest department in the United States, behind the FDNY, Chicago Fire Department, and the Los Angeles Fire Department (LAFD). LACoFD operates 177 fire stations (including FS55 and FS155 on Catalina Island) organized into 9 Divisions and 22 Battalions, in addition to 9 fire suppression camps and 23 Prevention Offices. Staffing wise, there are 4,775 budgeted positions within the Department’s emergency and business operations bureaus, including firefighters, dispatchers, lifeguards, nurses, and administrative support.

The Los Angeles County Fire Department does not provide EMS and ambulance transport services as part of its mandate. All EMS and transport is provided under a county contract by American Medical Response (AMR), McCormick Ambulance Company and Care Ambulance Services, Inc.

History[]

Fire protection in Los Angeles County started in the late 1800s with the formation of two separate departments. The first department, the County Forester, was charged with protecting natural resources and responsible for planting and maintaining Department landscapes. The second department, the County Fish and Game Warden, was then assigned the responsibility as County Fire Warden. On May 8, 1911, the Board created the County of Los Angeles Board of Forestry, which later became the Los Angeles County Forestry Department.

In 1919, over 135,000 acres of wildland fires blackened Los Angeles County prompting the merging of these two departments, which resulted in greater emphasis on fire suppression, creating the County Forester and Fire Warden (F&FW). Between September 1923 and 1925, 31 separate fire districts were formed, the first two being in Signal Hill and Santa Monica Canyon. In 1949, the Consolidated Fire Protection District was established by the L.A. County Board of Supervisors through the consolidation of numerous fire districts which existed since the 1920s including:

From 1967 to 1986 there existed four fire protection districts within Los Angeles County, all of which were governed by the Board of Supervisors; the Consolidated Fire Protection District (CFPD), Universal Fire Protection District, Dominguez Fire Protection District, and Wrightwood Fire Protection District. In addition, there was the aforementioned County Forester and Fire Warden (F&FW). While the four districts and the F&FW legally existed as five distinct, separate entities, they operated as a single, integrated entity. The main purpose for maintaining the four districts’ separate legal status was for tax purposes. The property tax rate for each district was considerably different. With the property tax limitations and standardization of tax rates established by Proposition 13 in 1978, there was no longer a need to maintain the separate districts. Therefore, in 1986 the Universal, Wrightwood, and Dominguez districts were dissolved and annexed to the CFPD. From 1986 to 1992 the F&FW and the CFPD were the two remaining legal entities that made up what is commonly known as the Los Angeles County Fire Department. In 1992, the CFPD annexed all the remaining unincorporated area in the County and unified the two departments into the CFPD with a corresponding property tax transfer to fulfill the chartered responsibilities of the F&FW.

The Los Angeles County Fire Department has a very rich and unique history, which is full of innovation, and daring accomplishments. In 1956, Fire Chief Emeritus Keith E. Klinger created the visionary Lakewood Plan, allowing incorporated cities within Los Angeles County to contract with the department for fire protection services. LACoFD is also credited with the creation of the nation’s first 911 emergency phone calling system and the nation’s second firefighter paramedic program in 1969, having had its 50th anniversary in 2019. The current day Urban Search and Rescue concept and the Homeland Security Sections are additional examples of LA County Fire's accomplishments.

In the 1950s the Huntington Park Fire Department was merged into LACoFD.

In the 1960s the Claremont Fire Department merged into LACoFD.

In 1975 the Whittier Fire Department was disbanded and fire protection and emergency medical service was assumed by LACoFD.

Also in 1975, the South Gate Fire Department ceased to exist when that city contracted for fire protection with the Los Angeles County Fire Department.

On March 1, 1983 the Azusa Fire Department was dissolved and the LACoFD was contracted for service.

In 1986 the Palos Verdes Estates Fire Department was dissolved and the LACoFD was contracted for service.^[2]

On July 28, 1994 the Pomona Fire Department was disbanded and the LACoFD was contracted for service.^[2]

In 1997 the Hawthorne Fire Department was dissolved and the LACoFD was contracted for service.^[2]

In 1998 the Covina Fire Department, the El Monte Fire Department, and the Lynwood Fire Department were dissolved and the LACoFD was contracted for service.^[2]

In 2000 the Inglewood Fire Department was dissolved and the LACoFD was contracted for service.^[2]

On November 30, 2000 the Gardena Fire Department was dissolved and the service area annexed into the LACoFD.^[3]

On June 27, 2005 the La Habra Fire Department was disbanded and fire protection and emergency medical service was assumed by LACoFD.

On December 30, 2017 the Hermosa Beach Fire Department was disbanded and the service area annexed into the LACoFD.^[4]^[5]

On October 21, 2020 the Vernon Fire Department was disbanded and fire protection and emergency medical service was assumed by LACoFD.

Station 51 / Emergency! TV Series[]

The fictional TV Series Emergency! was filmed using Station 127 in Carson as the backdrop for Station 51. When LACoFD built a new station at Universal Studios in Universal City, it was named Station 51 in honor of the TV Series. The station was built where the burning house prop once stood. The LA County Fire Museum at 16400 Bellflower Boulevard in the City of Bellflower has a collection of artifacts from the TV series as well as the Squad 51 and Engine 51 apparatus on display.
