The Kern County Fire Department (KCFD) provides fire protection and emergency medical services to the unincorporated areas of Kern County, California as well as to the cities of Arvin, Delano, Maricopa, McFarland, Ridgecrest, Shafter, Taft, Tehachapi and Wasco. Named for American artist, topographer, and explorer of California, the Southwestern United States, and East Asia Edward Meyer Kern (October 26, 1822 or 1823 – November 25, 1863) as well as the Kern River, unincorporated Kern County encompasses an area covering 8,161 square miles, and serves a population of over 500,000 citizens. It is bordered by King, Tulare and Inyo Counties, the Sequoia National Park, as well as the southern end of California's Central Valley to the north and northeast, San Bernardino County and beyond the southern slope of the eastern Sierra Nevada Mountain Range into the Mojave Desert to the east, Los Angeles and Ventura Counties, as well as the northern extremity of the parallel Antelope Valley to the south, the Los Padres National Forest to the southwest, and Santa Barbara and San Luis Obispo Counties, as well as the southern slope of the Coast Ranges to the west. KCFD provides fire protection to State Responsibility Areas under contract to CAL FIRE.

Mutual Aid[]

Kern County FD has mutual aid agreements with the United States Forest Service, Los Padres National Forest Fire Suppression, Sequoia National Forest Fire Suppression, the California Department of Forestry and Fire Protection (CAL Fire), the Bakersfield Fire Department, the California City Fire Department, the China Lake Federal Fire Department, Edwards Air Force Base Fire and Emergency Services, the Mojave Air and Space Port Fire Department, the Los Angeles County Fire Department, the Ventura County Fire Department, and the Santa Barbara County Fire Department.

Department Profile[]

The Kern County Fire Department is budgeted for 687 permanent employees with 477 of them being uniformed / sworn firefighters, working out of 47 fire stations, and the remainder being civilian support staff. In addition, there are 69 part-time/temporary positions, primarily serving as seasonal wildland firefighters/hand crews. Personnel are on duty for 48 consecutive hours followed by 48 hours off. This cycle of 48 on and 48 off is repeated three times and then employees are off for 192 consecutive hours. KCFD utilizes a constant staffing model for its 24-hour line personnel. All trucks and engines are staffed with three personnel. Command units are each staffed with one person, the two ARFF units at Meadows field are also staffed with one person, and the single ARFF unit at Inyokern Airport is staffed with one person. The daily on-duty staffing is established at 161 personnel. The department is led by a Fire Chief, who is also the Director of Emergency Services. The Fire Chief is assisted by four Deputy Fire Chiefs who supervise activities in the department’s four divisions: Operations, Administration, Logistics, and Support Services. Included in the Operations Division is a Wildland Section, a Heavy Equipment Section (Dozers), Air Operations (Helicopters), and Special Operations (HazMat, USAR, ARFF, Industrial Firefighting & Mass Decon). KCFD provides Crash Fire Rescue (CFR) services to Meadows Field and Inyokern Airport. KCFD also provides EMS first responder services in conjunction with four private ambulance providers (Hall Ambulance, Delano Ambulance, Care Ambulance, and Liberty Ambulance). KCFD units operate at the Basic Life Support (BLS) level, with most units staffed with emergency medical technicians (EMTs) except for at the Pine Mountain Club station where KCFD operates at an ALS level. The department operates a Training Section, an Arson Investigations Unit, Fire Prevention & Plans Review, a Volunteer and Explorer Group, Information Technology, Fleet Services, Finance, Human Resources, and a 911 Communications Center. KCFD operates under a Joint Powers Agreement (JPA) with the City of Bakersfield to provide joint response to calls in either the city or the county from a combined force of both agencies.

History[]

Kern County’s fire department was established in 1927 as a cooperative between the state and county. Prior to its inception, the California State Board of Forestry and the California Division of Forestry were placed in charge of fire protection services on state lands. Although volunteer firefighter’s serviced the county, the County Board of Supervisors realized the necessity of a more organized department and facilitated an agreement between the state and Kern County. On June 27, 1927, Ranger Roger V. Wood was hired to run the county’s operation. The following year, two more fire wardens were hired, and in 1929, the first fire truck was purchased. During the next 16 years, the department established stations in Bakersfield, Kernville, Arvin, Highland Park, Keene, Lebec, Wasco, Taft, Buttonwillow, Lost Hills, Delano, Tehachapi, Shafter, McFarland and Mojave. In the early 1940s, Kern County received $600,000 in federal funds for the construction of ire stations in Delano, Fellows, Maricopa, Woody, and East Bakersfield.
