Area Served[]

The Chula Vista Fire Department (CVFD) provides fire protection and emergency medical services for the City of Chula Vista, located about halfway—7.5 miles—between the two downtowns of San Diego and Tijuana, Mexico in the South Bay portion of southwestern San Diego County, Southern California. The city's name is Spanish for "beautiful view" because of its scenic location between the San Diego Bay and the foothills of the Jamul and San Ysidro Mountains. Incorporated as a city on November 28, 1911, Chula Vista encompasses an area covering 52.09 square miles and serves a population of approximately 275,487 inhabitants. Chula Vista is bordered by the City of National City across the Sweetwater River to the northwest; by the unincorporated community of Bonita to the north and east; by San Miguel Mountain, the unincorporated community of Jamul, and by the US Fish and Wildlife Service’s San Diego National Wildlife Refuge to the northeast; by the Lower Otay Reservoir and unincorporated San Diego County to the east; by the City of San Diego districts of Otay Mesa and Otay Mesa-Nestor to the south; by the San Diego City neighborhood of Fruitdale to the southwest; and by the San Diego Bay to the west.

Mutual Aid[]

The Chula Vista Fire Department has mutual aid agreements with the CAL FIRE San Diego Unit, San Diego County Fire, the San Diego Fire-Rescue Department. the Bonita-Sunnyside Fire Protection District, the Coronado Fire Department, the Imperial Beach Fire Department, the National City Fire Department, and the San Diego National Wildlife Refuge Fire Management.

Department Profile[]

CVFD is budgeted for 241 permanent employees with 163 of them being uniformed / sworn firefighters, working out of 10 fire stations, with the remainder being 54 Ambulance Transport System (ATS) personnel (Paramedics and EMTs assigned to the Department's ambulances), 10 fire prevention staff and 14 civilian support staff. Daily staffing consists of 48 firefighters with an additional two firefighters assigned to each of the three squad units, two of them during day-time/12 hours, one of those being during the weekdays and the other 7 days a week, and one full-time 24 hour squad (SQ61), plus 10 paramedics and 10 Emergency Medical Technicians assigned to the ALS ambulances. All engine and truck companies as well as the USAR company are staffed with four personnel, at least one of those being a licensed firefighter/paramedic. The two part-time squads are staffed with a fire captain and a firefighter/paramedic, while the two command units are staffed with a battalion chief. There is also a part-time Fuels Crew staffed by 10 firefighters and 3 supervisors. CVFD responded to 31,995 calls for service in 2022 which translates to an average of 87 incidents per day, the majority of which were medical calls.

Dispatch[]

The Chula Vista Fire Department receives its dispatch services from San Diego Fire-Rescue's dispatch center, the Emergency Command and Data Center (ECDC), commonly referred to as "Metro." The ECDC dispatches for San Diego Fire Department as well as for 5 other agencies in the county, including CVFD. The other agencies being Imperial Beach Fire Department, National City Fire Department, Coronado Fire Department, and Poway Fire Department. These agencies form the "Metro Zone."

History[]

During the early 1900s, fire protection for the City of Chula Vista was provided by a group of 17 volunteers using a hand-drawn cart and garden hose to extinguish fires. In 1919, the first fire station was opened at 316 Third Avenue, and a “Model T” fire engine was purchased. On May 2, 1921, the City of Chula Vista with a population of 1,700 had established its fire department with those 17 volunteers who were also part of a local baseball club. Just two years later, the fire station was moved to City Hall, then located at 292 Third Avenue, and the first full-time paid firefighter was hired. The “Model T” served for a few years and was traded in for a 1923 Seagrave pumper, affectionally called the “Gallopin' or Old Goose”. On August 1, 1947, the volunteers were disbanded and became a social club, and eleven full-time firefighters were hired to provide fire protection for the City. In 1948, the Department purchased a new fire engine and moved into a new station at 447 F Street. This is the current site of Fire Station 1 and serves as a Battalion Headquarters. In 1986, the City of Chula Vista annexed the Montgomery Fire Protection District located in the southwest region of the City. This agency provided fire protection for 22,000 residents living in a 5 square mile portion of San Diego County. In March of 2008, the Chula Vista Fire Department contracted fire and emergency medical dispatch services with the Emergency Command and Data Center run by San Diego Fire-Rescue. With this contract came upgraded response capabilities including Automatic Vehicle Location and enhanced mutual aid capabilities. On February 1, 2019 the first fast response squad (SQ62) was put in service[1]. On April 9, 2021, the City of Chula Vista, in partnership with the Bonita and Imperial Beach Fire Departments, began fire department based ambulance service, a service previously performed by American Medical Response (AMR). On August 9, 2024, the third fast response squad was put in service to help reduce the stress for Engine 51 due to high call volume.
