Norfolk County existed as an upper-tier municipality from 1792 to 1974, when it was amalgamated with Hamdimand County to create the Regional Municipality of Haldimand-Norfolk.

In 2001, Norfolk County was recreated as a lower-tier municipality with responsibility for fire services. It is a county in name only. Norfolk consists of an amalgamation of the Town of Simcoe, the Township of Delhi, the Township of Norfolk and the westerly half of Nanticoke, all created as part of the municipal restructuring of 1974.
