Haldimand County existed as an upper-tier municipality from 1800 to 1974, when it was amalgamated with Norfolk County to create the Regional Municipality of Haldimand-Norfolk.

In 2001, Haldimand County was recreated as a lower-tier municipality with responsibility for fire services. It is a county in name only. Haldimand consists of an amalgamation of the City of Dunnville, the Town of Haldimand and the easterly half of Nanticoke, themselves created as part of the municipal restructuring of 1974.
